About the Speakers

OPENING KEYNOTE:

RON NIRENBERG is the first San Antonio Mayor of Asian Pacific Islander descent. His mother is Filipino and his paternal grandparents were immigrants from Eastern Europe who passed through Ellis Island. Through his personal experiences, Mayor Nirenberg developed a core commitment to civic participation and the universal values of liberty, justice, and equal opportunity for every person. First elected in 2017, Mayor Nirenberg was re-elected to a fourth term on May 6, 2023. Under his leadership as mayor, the city has adopted an equity framework in budgeting to reduce poverty, improve public health, and overcome historical socioeconomic inequality. This forward-looking approach drives the mayor’s vision of a compassionate community with a globally competitive economy.

RON HOLIFIELD is CEO of SGR which helps local governments recruit, assess and develop servant leaders.   Clients include over 700 local governments in 47 states, Ron has also provided strategic consultation to some of the leading companies in America, including American Express, Xerox, IBM, PeopleSoft, Verizon, Aramark, Space Imaging, NASA and many more. He served two decades in City Management with six cities, ranging from 1,811 residents to over 200,000.   Ron is a recognized leader in innovation and initiatives to run government using private business principles.   While still active as a City Manager, “Texas Business Magazine” named DeSoto as one of the “10 Best Managed Cities in Texas”. Ron’s weekly 10 in 10 Update on Servant Leadership has over 40,000 readers.  His second book, 4th Dimension Leadership: a Radical Strategy for Creating an Authentic Servant Leadership Culture is available on Amazon and he is a contributor to the book Building Brands and Creating Cultures of Authentic Servant Leadership

HANNAH PHILLIPS is a dynamic, civically engaged policy research professional with an expertise in gender (in)equalities in public life. In her current roles, she works to understand and stop abuse in public life through academia and advocacy. Her research at the University of Oxford explores policy that addresses gendered violence towards politicians. She also works with the Jo Cox Foundation to promote civility in politics. Hannah's unique blend of nearly 10 years of experience includes local, national and international governance as well as academia. Leveraging her excellent communications and project management skills, she is experienced using evidence to advance strategic priorities including at the House of Commons and the United Nations. Originally from Scotland, Hannah completed her undergraduate studies in Government at Harvard University and her MSc in Gender, Policy and Inequalities at the London School of Economics.

FABIAN DATTNER is the founder and CEO of Dattner Group, an Australian leadership consultancy specialising in sustainable cultural transformation, executive development, senior leadership development and working with women and non-binary people. Well-known as an inspiring leader, ethics commentator, and women’s leadership activist, Fabian is passionate about challenging leadership paradigms and advocates for engaged and collaborative culture. With over 36 years in a vast array of sectors, Fabian utilises her visionary skill, strategic thinking ability, and deep understanding to help leaders recognise that leadership is a key leverage point for the greater good. Creator of Compass – a leadership program unlocking courage in women and non-binary people, and founder of Homeward Bound - a global initiative which sees women in STEMM journey to Antarctica as part of a 12-month leadership program, Fabian gives women the skills to face critical challenges and amplify their leadership role globally. Fabian has received numerous awards, contributes to media regularly and has penned three books.

MAYOR LEONARD KROG was re-elected as the MLA for Nanaimo in 2017 and resigned on November 29, 2018 upon being elected Mayor of the City of Nanaimo and is now serving his second four-year term 2022 - 2026. Mayor Krog was first elected to the 1991 Provincial Legislature and has served as the BC Government Caucus Chair and previously served as the Official Opposition spokesperson for Justice (Attorney General). Born in Nanaimo and raised in Coombs, Mayor Krog is strongly rooted in his community. Past Director and President of the Mid-Island Consumer Services Co-operative, Chair of the United Way for Nanaimo and as President of numerous other community organizations, Leonard has always shown an unwavering commitment to his community. An avid and eclectic reader, Mayor Krog enjoys reading everything from history and biography to environmental literature. His favourite novelists include Margaret Atwood and Charles Dickens. A practicing lawyer in Nanaimo since 1980, Mayor Krog has worked with his wife Sharon, son Parker who are also lawyers. Mayor Krog and Sharon have two children Jessica and Parker, and enjoy spending time with their five grandchildren Portia, Archer, Alasdair, Hinata, and Mei.

ERICA L. MANUEL has over 20 years of experience aiding public, private, and nonprofit organizations in implementing innovative policies to provide leadership, enhance climate resilience, support economic development, engage communities, and drive positive change.

As ILG’s Executive Director, Erica moderates discussions on leadership and governance, facilitates community conversations on civility and equity, and supports workforce development and environmental initiatives. Before joining ILG in 2019, she led economic development, education, sustainable communities, and corporate social responsibility at Sacramento Municipal Utility District, the nation’s 6th largest electric utility. Erica’s career includes roles as an appointee of Governor Schwarzenegger, a public relations executive at Edelman, and a strategic communications consultant for Fortune 500 companies. Erica studied at Stanford University, Boston College’s Carroll School of Management, and Northwestern University’s Kellogg Center for Nonprofit Management. She is certified in Nonprofit Management, Dignity Infused Community Engagement, Corporate Social Responsibility, and GRI Sustainability Reporting, and is a Senior Fellow with the American Leadership Forum.

TODD GLOVER joined the Municipal Association of South Carolina as the executive director in 2019. Prior to joining the Association, Todd served in local government for 25 years in capacities in both City and County leadership.  He began his career with the Lower Savannah Council of Governments. Todd received a bachelor's degree from the University of South Carolina Aiken where he was later recognized as a Distinguished Alumnus and graduated “With Distinction” from Augusta University with a master's degree in public administration. He also holds the Credentialed Manager designation from ICMA.  Todd is now focusing the Municipal Association’s resources, training, and social media to bringing civility back to public discourse and the Association’s board has adopted civility as a key component of the Association’s strategic plan. 

THOMAS E. BRYMER's time in local government spanned over four decades, working for diverse communities in Texas and Kansas. From a “front row seat”, Brymer witnessed the alarming decline of Americans’ civic literacy to levels that fail to support their constructive engagement in a 21 st century democracy. Today, through his book Fighting for Democracy, as well as his Substack published eNewsletter Democraticus- the Democratist, Brymer has been issuing a clarion call giving a blueprint as to how to better equip Americans with the civic knowledge needed to sustain U.S. democracy in the politically turbulent 21st century. With degrees a in political science (B.A., Northern Illinois University) and public administration (University of North Texas, M.P.A.), Brymer served award-winning communities both as city manager and as assistant city manager. Now retired, Brymer focuses on his family, writing, art, music, pickle ball, as well as strengthening and improving Americans’ civic education.

MAYOR JENNA DAVIS-BURNS is elected as the 28th Mayor of the City of Kingston, Jenna is the fifth woman to serve in the role. She is part of Kingston’s first all-women leadership team, with Councillor Tracey Davies as Deputy Mayor. As a foster carer and volunteer, Jenna knows firsthand the importance of community groups and local organisations.  She sits on the Local Government Mayoral Advisory Panel, the Association of Bayside Municipalities and the South East Councils Climate Change Alliance, previously sat on the Council’s committees for Access & Equity and Arts & Culture and is a strong supporter of small businesses in Kingston.  She also served on the Victorian State Government Gender Equality Advisory Committee for Local Government. Jenna is a champion of gender equity and is committed to making Kingston facilities accessible for women, girls, and people with a disability. 

CLOSING KEYNOTE:

MAYOR SCOTT GILLINGHAM was first elected to Winnipeg City Council in 2014 and re-elected in 2018. Known for his collaborative approach, Scott emphasizes long-term planning in council votes, focusing on capital projects and city service spending to enhance Winnipeg’s appeal. As Finance Committee Chair for five-and-a-half years, Scott led the budget process, advocating for a long-term financial strategy. His leadership resulted in Winnipeg's first multi-year balanced budget, which helped the city manage a $220 million pandemic-related revenue loss from 2020 to 2023. Scott has also chaired the Winnipeg Police Board, served as Council Liaison for Labour Relations and Veteran & Military Affairs, and co-chaired the Winnipeg Metropolitan Region Board. Additionally, he represented Winnipeg on the North American Strategy of Competitiveness board. Born in Brandon, Manitoba, and raised near Carman, Scott played junior hockey and holds a Diploma in Theology from Horizon College. Before politics, he was a pastor for over twenty years. Scott and his wife Marla have two adult children.

DIANE KALEN-SUKRA is a best-selling author, keynote speaker, and culture transformation expert, sharing insights from over two decades of civic leadership, including her award-winning tenure as city manager. She is the founder of Kalen Academy, an online training institute for civic leaders.  Diane’s published works include Save Your City and Civic Resilience, as well as regular columns in Municipal World and Public Sector Digest. She is a political philosophy graduate of University of Toronto’s Trinity College and earned a master’s degree in political science from York University. Her most popular book, Save Your City: How Toxic Culture Kills Community and What to Do About It calls for a revival of civic values and civic education as key to fostering the type of culture that can sustain us, our democracy and our planet. 

CHRIS EDDY is a seasoned executive with over two decades in key local government positions. His roles have included CEO for Hobsons Bay City Council, interim CEO LeadWest and LGPro, and Administrator at the City of Whittlesea. His career spans various disciplines such as communications, governance, change management, and stakeholder engagement. A former regional media personality, Chris also launched a popular local government news podcast, the Local Government News Roundup. He presents local government-related programs for the VLGA Connect channel on YouTube and podcast.
