Lack of civic knowledge often means a lack of civic participation.
Lack of civic skills – such as critical thinking, listening, and communications skills – makes participating in healthy public debate unlikely.
Lack of education on citizen rights enables abuses of power to go undetected.
Lack of education on citizen responsibilities encourages finger-pointing, blaming, and demanding personal needs be met, without discerning or even considering the common good or public interest.
